Deklaracija Evropske konference o harmonizaciji
programov doktorskega študija s področja medicine in znanosti o zdravju

Sporazum sprejet v Zagrebu 24. – 25. aprila 2004

 

(v nadaljevanju «Zagrebška deklaracija»)

 

Po obširni razpravi ter izmenjavi idej in izkušenj med udeleženci “Evropske konference o harmonizaciji programov doktorskega študija s področja medicine in znanosti o zdravju” (v nadaljevanju “Zagrebška konferenca” ali “Konferenca”) s 25 univerz iz 16 evropskih držav z različnimi načini za pridobivanje stopnje doktorja znanosti s področja medicine oziroma znanosti o zdravju tako glede oblike doktorske disertacije kot načina njenega ocenjevanja, ki se giblje od monografije in ocenjevanja znotraj iste univerze, do visokih standardov doktorske teze, ki je sestavljena iz najmanj štirih del, objavljenih v mednarodno priznanih revijah z recenzijo in visokim faktorjem vpliva ter člani komisije za ocenjevanje doktorskega dela iz tujine, so se udeleženci strinjali o naslednjem:

Člen 1

Doktorski študijski program je namenjen temu, da so kandidati po zaključku programa in uspešni obranitvi svoje doktorske teze sposobni samostojno izvajati izvirno in znanstveno pomembno raziskovalno delo ter znali kritično ocenjevati delo drugih. Da bi to dosegli, so udeleženci Konference dosegli soglasje o naslednjem:

Člen 2

Kot pri vsakem drugem postopku znanstvene recenzije, morajo biti recenzenti doktorske disertacije kompetentni in neodvisni od teme, kandidata in njegovega mentorja. V tem smislu udeleženci Konference želijo spodbuditi vključevanje recenzentov z drugih univerz in iz drugih držav.

Člen 3

Konferenca soglaša, da naj merila za vrednotenje kakovosti doktorske disertacije s področja medicine oziroma znanosti o zdravju temeljijo na merilih, ki veljajo za in extenso objavljene prispevke v mednarodno priznanih medicinskih znanstvenih revijah in priporoča, da je minimalno merilo enakovredno najmanj trem in extenso člankom, objavljenih v takšnih revijah. Neodvisni prispevek kandidata mora biti pri tem jasno viden (npr. tako, da je kandidat prvi avtor dela). Kot dodatek prikazanim člankom mora kandidat podati tudi popoln pregled ustrezne literature in, v kolikor je to potrebno, tudi podrobnješi pregled raziskovalnih metod in rezultatov. Povsod tam, kjer se doktorska disertacija predstavlja v drugačni obliki, npr. kot monografija, bi morali recenzenti pokazati, da je njen prispevek najmanj enakovreden prej omenjenemu merilu in spodbujati vključevanje objavljanja dosežkov raziskave v mednarodno priznanih revijah.

Člen 4

Čeprav naj bi bil glavni dokaz kandidatovih dosežkov doktorska disertacija in objavljeni članki, morajo programi doktorskega študija vključevati poučevanje odgovarjajočih vsebin, tako teoretičnih osnov, kot tudi tistih, namenjenih pridobivanju raziskovalnih veščin.

Člen 5

Udeleženci Konference priporočajo vsem univerzam, da omogočijo javno dostopnost programov svojih doktorskih študijev študentom, učiteljem in mentorjem iz drugih univerz in držav. Vsem medicinskim fakultetam priporočajo, da naredijo spletne strani in pisno gradivo o programih doktorskih študijev v angleškem jeziku in jih s tem odprejo kandidatom iz drugih univerz in držav. Konferenca spodbuja razvoj meduniverzitenih doktorskih programov, s katerimi naj bi se povečala povezanost na področju evropskega visokošolskega izobraževanja in področju raziskovanja, da bi se zagotovila njuna večja kakovost in omogočilo medsebojno priznavanje diplom.

Člen 6

Razvoj dobro oblikovanih in visoko kakovostnih doktorskih študijskih programov zahteva čvrsto podporo medicinskih fakultet, univerz, državnih struktur posamezne države, Evropske komisije ter zasebnih sponzorjev in drugih ustanov. Le tako bodo zagotovljeni temelji za uvajanje najboljših študentov medicine v znanstveno raziskovanje, Evropa pa ne bo izgubila svoje prihodnosti na področju medicine in javnega zdravja.

Zagrebška deklaracija je bila soglasno sprejeta 25. aprila 2004 ob 2:00 popoldne.
