Deklaracija na Evropskata konferencija za harmonizacija na doktorskite studii vo medicinata i zdravstvoto

odr`ana vo Zagreb od 24 do 25 april 2004 godina

Po op{irna diskusija i razmena na idei i iskustva me|u u~esnicite na Konferencijata od 25 univerziteti od 16 evropski dr`avi so razliki vo na~inite za dobivawe na titulata doktor na nauki vo oblasta na medicinata i zdravstvoto, kako vo odnos na formata na doktorskata disertacija taka i vo odnos na na~inite na nejzinoto evaluirawe, koi se dvi`at od monografija i nejzina evaluacija vo ramkite na istiot univerzitet do visoki kriteriumi za doktorat koj sodr`i najmalku ~etiri publikuvani truda vo me|unarodno priznati spisanija so recenzija i, ~esto, visok faktor na impact, kako i vklu~uvawe na evaluatori od stranstvo, u~esnicite na Konferencijata za harmonizacija na doktorskite studii vo medicinata i zdravstvoto (vo ponatamošniot tekst "Zagrepska konferencija" ili "Konferencija") se soglasija okolu slednovo:

 

Č^len 1

Doktorskite studii imaat za cel da im ovozmo`at na kandidatite, po zavr{uvaweto i odbranata na doktorskata disertacija, da sproveduvaat samostojni, originalni i nau~no relevantni istra`uvawa i kriti~ki da ja ocenuvaat istra`uva~kata rabota na drugite. Za da se ovozmo`i toa, u~esnicite na Konferencijata postignaa konsenzus okolu slednovo:

 

Č^len 2

Kako i pri sekoja druga postapka na nau~na recenzija, recenzentite na doktorskata disertacija moraat da bidat kompetentni i nezavisni vo odnos na temata, kandidatite i mentorot. Vo toj kontekst, u~esnicite na Konferencijata go poddr`uvaat vklu~uvaweto na evaluatori od drugi univerziteti i dr`avi.

 

Č^len 3

Konferencijata e soglasna deka kriteriumot koj treba da se zadovoli e dobro opi{an so doktorska disertacija bazirana vrz originalni in extenso trudovi vo me|unarodno priznati medicinski nau~ni spisanija. Nezavisniot pridones na kandidatot mora da bide jasno vidliv (na primer, kandidatot da bide prviot avtor). Konferencijata prepora~uva minimalniot kriterium za doktorska disertacija vo oblasta na medicinata i zdravstvoto da bide ekvivalent od najmalku tri originalni in extenso trudovi, publikuvani vo me|unarodno priznati spisanija. Kako dopolnuvawe na prezentiranite trudovi, kanditatot treba da dade kompleten pregled na literaturata, relevantna za temite na trudovite, i, dokolku e potrebno, celosen pregled na metodite i rezultatite od istra`uvaweto. Dokolku disertacijata e podgotvena vo drug format, na primer vo forma na monografija, recenzentite moraat da poka`at deka nejziniot pridones e ekvivalenten na postaveniot kriterium i da pottiknat vklu~uvawe na publikuvanite trudovi od navedenoto istra`uvawe.

 

Č^len 4

Bidej}i disertacijata i objavenite trudovi treba da bidat glavniot dokaz za nau~niot pridones, doktorskiot studium treba da vklu~i nastava od soodvetnite predmeti, kako za dobivawe na teoretska osnova, taka i za steknuvawe i razvoj na tehni~ki ve{tini potrebni vo istra`uvaweto.

 

Č^len 5

Konferencijata im prepora~uva na site univerziteti, programite za svoite doktorski studii da gi napravat javno dostapni za studentite, nastavnicite i mentorite od drugite univerziteti i od drugite dr`avi. Na site medicinski fakulteti im se prepora~uva da napravat web stranica i pe~aten materijal za svoite doktorski studii na angliski jazik i na toj na~in da gi otvorat svoite studii za kandidati od drugi univerziteti i dr`avi. Konferencijata go poddr`uva razvojot na zaedni~ki doktorski programi kako bi se zajaknala povrzanosta me|u evropskoto podra~je na visokoto obrazovanie i evropskoto podra~je na istra`uvaweto vo smisla na osiguruvawe na visok kvalitet i me|usebno priznavawe na diplomite.

 

Č^len 6

Razvojot na dobro oblikuvani i visokokvalitetni doktorski studii bara cvrsta poddr{ka od strana na medicinskite fakulteti, univerzitetite, nacionalnite vladi, evropskata komisija, kako i od privatni sponzori i drugi institucii, za vklu~uvawe na najdobrite studenti po medicina vo nau~nite istra`uvawa za Evropa da ne ja izgubi idninata vo medicinata i javnoto zdravstvo.

 

Zagrepskata deklaracija e ednoglasno usvoena na 25 april 2004 godina vo 14:00 č~asot:
